On the other hand,the inevitable result of social progress needs invigorated off-site work.The penetrability of information technology and the concept of aggregate cost play a leading role in social activities transition to off-site alternatives.The penetrability of off-site economy is directly embodied in the trends of real-life application demands;moreover,off-site economy has not only enhanced work efficiency,but also lowered the costs of general office work.The most typical example is the worsening trend of the“two difficulties”of city life:driving and parking.People must face combined costs of urban city life and office work reaching two recursive extremes:the costs of peak hours and the costs of office location.Off-site life and work provides the fitting solution to this daily worsening vicious cycle,since it lowers the costs of living ,working ,and trading ,and reduces the turn volume of frequently visited locations,thereby relaxing the pressure of commuting on streets within condensed regions of the urban city.The age of information economy presents a new feature the phenomenon of off-site economy.

1.2 Application and Safety of Off-site Activities Modern information economy undergone the preliminary testing stage of fostering its market,and has progressed to create an intelligence lifestyle where off-site activities are slowly replacing fixed-site activities.Our Digital Library system is also built in this macro-environmental background.

The final objective of building our Digital Library system is: to be truly practical; this type of application should also have social or economic value; and the final application should produce benefits.

Take Guosen Securities as an example.In 2009,the number of its registered clients successful stock transactions at the fixed business locations is only around 20%of their total number of transactions.That is to say,as many as approximately 80%of transactions were completed on off-site locations.

Online stock trading has become a mainstream activity,but this is also slowly changing.Trends clearly show that more and more transactions are being completed through mobile applications.Of the 80% of Guosen Securities's off-site trading in 2009,9%were completed through mobile devices,increasing from just 3%in 2008.In 2010,that number is expected to reach approximately 25%.

Through our initial experimental data,we can see that intelligent terminals will directly affect the proportion of off-site activities,and form a positive correlation with it.

Because of this,what we can directly sense is:mobile intelligence terminals will be the pillars of off-site life,thereby supporting our intelligence life-style with off-site life as its core concept(including the off-site reading and utility of books).

With the internet work,the internet of things(IOT),Cloud Computing,and other new technological advancements continuous applications as the support system,off-site activities are mainly manifested through the window of intelligence terminals.

Therefore,information economy has developed to the age of seizing application clients;various large international suppliers are shifting from purely supplying universal products to supplying made-to-order applications.

The advancement of China's information economy(including the application of the Digital Library)is at the center of the globalization of the economic circle;its trend of advancement is inevitable.

Because terminals are direct incarnation carriers and command transceivers,their own degree of intelligence(especially of mobile intelligence terminals)will directly affect the degree to which the intelligence lifestyle can be realized,and also reflect the influence ratios of off-site activities.

The substance of off-site activities,the most dynamic aspect of economy,is integrating utility and service,and we consider the object of utility and service to be the access based upon security. That is to say,utility and security are closely linked to each other;utility is built on the foundation of secure operation.Security is the foundation of utility,but is also a part of the contents of utility.If generalized,it again is mainly reflected through the two aspects of,i.e.access and security.

Access is related to the level of perfection of the entire operation system's application and scheme of new technology,and to the continuous enrichment and perfection of various application programs;Security can be defined as the reliability and guarantees necessary for the achievement of off-site economy's orderly advancement,for the sake of taking off-site traders human needs into consideration.

In other words,the Digital Library application,as an off-site activity,should also have two features:access and security. The Digital Library in itself is a reflection of access demands of the intelligence lifestyle,and the level of access will in turn decide the vitality of our Digital Library's applicability.This is closely related to our technical design and platform building plan and corresponding market demands,so we will not discuss this subject today,what is to be discussed in depth is not ACCESS,but the other feature of the Digital Library application:that is,security.

Utility is built upon the foundation of secure operation.As the trend of the Digital Library application is the same as the trend of off-site activities,and digital Library resources are economic goods that have levels,the users being the general population with diverse identities,and therefore,we must pay special attention to various aspects of the Digital Library application concerning issues of identity distinction and security of the entire system operation. Only if we solve these issues,can our Digital Library possess actual utility and realistic value.
